Clemenceau going back

Ultimately Clemenceau is going back, rather called back. It is not going back because India put up a stiff resistance but the president of France decided to call it back. The supreme court had earlier ruled for it to stay out till Feb 17th and constituted another panel of experts, rejecting the existent panel's view of allowing the ship to enter Indian waters. It really beats me on what grounds the panel members advised that the ship may come to India?? :-(
